While the CBR is straightforward to compute from basic civil registration records, its primary limitation lies in the descriptor "crude." Because the denominator includes the entire population—encompassing newborn infants, young children, males, and post-menopausal elderly individuals who cannot biologically give birth—the metric is heavily distorted by the age and sex composition of a society. A young country with a large cohort of childbearing citizens may record a high CBR even if individual families are small, whereas an aging country will show a low CBR even if childbearing women have large families.
In contrast, the Total Fertility Rate (TFR) provides an age-independent, refined demographic metric that isolates biological childbearing capacity. The TFR is defined as the average number of live children that a hypothetical woman would bear throughout her lifetime if she were to survive through her reproductive years (conventionally defined as ages 15 to 49) and experience the prevailing age-specific fertility rates (ASFR) of that year. Demographers regard the TFR as the definitive benchmark of reproductive behavior because it removes age-structure distortions. A vital reference point is Replacement Level Fertility—the TFR at which a population exactly replaces itself from one generation to the next without migration, established internationally at 2.1 children per woman. In India, according to the National Family Health Survey (NFHS-5, 2019–21), the national TFR dropped to 2.0 (1.6 in urban areas and 2.1 in rural regions), indicating that India has officially entered sub-replacement fertility.
