In civil engineering, metallurgical waste management, and sustainable infrastructure development, the conversion of Steel Slag into heavy-duty highway pavements represents one of India's most successful waste-to-wealth technological breakthroughs. Steel slag is a solid, molten byproduct generated during the conversion of iron into steel within Basic Oxygen Furnaces (BOF) and Electric Arc Furnaces (EAF). For decades, India's steel industry struggled with enormous slag accumulations, generating approximately nineteen million tonnes of industrial slag annually—a figure projected to exceed sixty million tonnes by 2030 under the ambitious three-hundred-million-tonne steel target of the National Steel Policy 2017. Historically dumped in colossal slag yards that occupied thousands of acres of fertile land, unutilized slag posed severe ecological hazards through dust pollution and alkaline runoff.
To resolve this environmental crisis, the CSIR-Central Road Research Institute (CSIR-CRRI), New Delhi, under an inter-ministerial research program sponsored by the Ministry of Steel and major domestic steel manufacturers, pioneered the patented technology to process and utilize customized steel slag as a complete replacement for natural stone aggregates in all layers of flexible and rigid road construction. Raw steel slag cannot be deployed directly in road beds because it contains unstable free lime (calcium oxide, CaO) and free magnesia (magnesium oxide, MgO), which react with atmospheric moisture to undergo destructive volumetric expansion. The CSIR-CRRI processing methodology subjects molten and solidified slag to accelerated weathering, mechanical crushing, screening, and magnetic separation, yielding chemically stable, inert, and highly dense artificial aggregates.
The structural performance of steel slag roads substantially outperforms conventional highways built with quarried granite or basalt gravel. Processed steel slag aggregates possess exceptional angularity, high crushing strength, low impact values, and an extraordinarily high California Bearing Ratio (CBR), providing superior structural interlocking. India demonstrated this capability in May 2022 by constructing the nation's first one-hundred-percent processed steel slag road at Hazira Port in Surat, Gujarat. The six-lane corridor withstood continuous heavy industrial traffic exceeding one thousand laden multi-axle trucks daily with zero pavement rutting or cracking. Because steel slag roads require thirty percent less pavement thickness, reduce construction costs by roughly thirty percent, and eliminate mountain blasting for natural gravel, this circular technology has been incorporated into Indian Roads Congress (IRC) national standards and deployed across National Highway 66 and strategic border roads in Arunachal Pradesh.
