National Logistics Policy: ULIP Platform and Freight Modernization

In the past, road transport, customs clearance, coastal shipping, and railway freight operated isolated software portals. Cargo consignors had to file redundant paperwork across multiple agencies to track shipments. The platform breaks these informational silos by integrating more than thirty digital systems across seven central ministries through open application programming interfaces. It combines data streams from electronic toll collection, vehicle registries, customs documentation, and railway freight tracking. Private software developers and enterprise logistics operators can query these unified data layers through secure application gateways. This visibility enables automated shipment tracking, shorter vehicle turnaround intervals, and lower administrative overhead across cargo transit corridors.

The National Logistics Policy executes its objectives through the CLAP action agenda. This action agenda encompasses eight dedicated action areas. Key intervention areas include digital logistics systems, standardizing physical assets, human resource development, and modern warehouse development. The policy prioritizes shifting heavy bulk freight from diesel highway trucking to electrified railways and coastal shipping. Shifting freight modes reduces transport fuel consumption and curtails greenhouse gas emissions. In parallel, the government established the Ease of Logistics Services portal.
