Allocated a financial outlay of thirteen thousand crore rupees for an initial period of five years (from financial year 2023–24 to 2027–28), the scheme targets the formal economic integration of artisans across Eighteen Traditional Trades. These covered trades encompass diverse artisanal vocations, including carpenters (Suthar), boat makers, armourers, blacksmiths (Lohar), hammer and tool kit makers, locksmiths, goldsmiths (Sonar), potters (Kumhaar), sculptors (Moortikar / stone carvers), cobblers (Charmakar), masons (Rajmistri), basket/mat/broom makers (coir weavers), doll and toy makers (traditional), barbers (Naai), garland makers (Malakaar), washermen (Dhobi), tailors (Darzi), and fishing net makers.
The operational delivery of the scheme is structured around five core pillars of empowerment: formal recognition, skill upgradation, toolkit enablement, credit assistance, and market linkage. Upon biometric verification through the dedicated PM Vishwakarma portal, beneficiaries receive a PM Vishwakarma Certificate and Identity Card, providing statutory recognition as artisanal professionals. The scheme delivers basic skill training of five to seven days and advanced training of fifteen days or more, accompanied by a daily training stipend of five hundred rupees. To modernize manual production techniques, artisans receive a digital grant voucher of up to fifteen thousand rupees for the purchase of modern, advanced toolkits. Additionally, the scheme facilitates collateral-free enterprise development credit up to three lakh rupees in two tranches (one lakh rupees in the first tranche with eighteen months repayment, and two lakh rupees in the second tranche with thirty months repayment) at a highly concessional interest rate of five percent, supported by an interest subvention of eight percent paid by the Union Government.
