National Education Policy 2020: NEP Norms & RTE Act 2009

The National Education Policy (NEP) 2020 is a comprehensive blueprint for transforming Indian schooling and higher education. Approved by the Union Cabinet, it replaced the older 1986 education policy after thirty-four years. A major reform is restructuring the traditional 10+2 school model into a new 5+3+3+4 educational framework. This design covers children from ages three to eighteen, formally bringing early childhood education into the school system. The policy emphasizes foundational literacy and numeracy as urgent prerequisites for all future learning. It encourages teaching in children's mother tongue or regional language up to at least Class 5 to improve comprehension.

At the secondary level, the policy breaks down rigid divisions between arts, sciences, and commerce streams. Vocational training begins from Class 6, exposing young learners to carpentry, electric repairs, and pottery through hands-on internships. In higher education, colleges are moving toward a flexible four-year undergraduate degree with multiple exit options. The Right to Education (RTE) Act, 2009 provides the legal foundation for schooling in India under Article 21A of the Constitution. The Act guarantees free and compulsory education for all children aged six to fourteen years. It mandates that private unaided schools reserve 25 percent of entry-level seats for disadvantaged and economically weaker children. Together, NEP 2020 and the RTE Act seek to build an inclusive knowledge society, combining legal rights to access with modern educational quality.
